  The person who left the previous comment is oblivious to civil & infrastructure work. First off, you have no idea within what hours a contractor can work, on any particular project. The work hours are stated in his contract, with the city or municipality, and are different on every project, based upon the scope of work.. You can not assume that, because it's 6am, that they're working illegally. Secondly, I doubt that the contractor and/or it's employees want to be out there, working, at 10 pm. If they were shutting down the existing water main, there is no way of knowing what issues or unforeseen problems they might have encountered, while performing their scope of work... maybe some equipment broke down, maybe there were issues with properly shutting down & draining the existing water line, so that they can perform their work. You can not blame a contractor, when your water is off for a few hours longer than expected, just as, you can not necessarily blame the electric company for power failures. It maybe inconvenient at times, but, that's the price we pay to enjoy the luxury of properly maintained utilities. You can get water, every time you open a tap... you should be able to deal with not having potable water for 16 hours.
